新时代视域下习近平人才观的三维透视

【摘要】 习近平人才观科学回答了做好新时代党的人才工作的一系列理论和实践问题,从内涵、逻辑和实践三个维度对其全面透视有利于准确把握习近平人才观的理论精髓与核心要义。从内涵维度看:坚持党管人才原则、聚天下英才而用之及建设现代化人才强国构成了习近平人才观的基本内涵。从逻辑维度看:理论逻辑、历史逻辑及现实逻辑是习近平人才观生成的逻辑理路。从实践维度看:以科教兴国战略为主线,完善人才发展体制机制;以人才强国战略为统领,开创人才工作新局面;以创新驱动发展为着力点,走自主创新之路;以文化强国建设为契机,营造人才工作良好环境,是新时代全面贯彻落实习近平人才观的有效路径。

【Abstract】 Xi Jinping’s outlook on talents scientifically answered a series of theoretical and practical questions about the party’s talent work in the new era. A comprehensive perspective on it from the three dimensions of connotation, logic and practice is conducive to accurately grasping the theoretical essence and core of Xi Jinping’s outlook on talents. From the perspective of connotation, the basic connotation of Xi Jinping’s concept of talents is to adhere to the principle of the party’s management of talents, gather talents from all over the world and use them, and build a modern talented country. From the perspective of logic, theoretical logic, historical logic and realistic logic are the logical ways in which Xi Jinping’s outlook on talents is generated. From a practical perspective: take the strategy of rejuvenating the country through science and education as the main line, improve the system and mechanism of talent development; take the strategy of strengthening the country with talents as the command, and create a new situation in talent work; focus on innovation-driven development, and take the road of independent innovation; take the opportunity of building a culturally strong country to create a good environment for talent work is an effective way to fully implement Xi Jinping’s views of talents in the new era.
